Key Action Points

The following six priority action points have been developed to form the basis for detailed inter-agency action plans as outlined in the following section. This is set out to show the action plans of the local authority, the NHS and other relevant stakeholders.

I.

Healthy decisions -

Provide opportunities to develop negotiation and communication skills, with emphasis being on the development of self-esteem and respect for others, good personal relationships and respect for diversity.  We will seek to develop informed attitudes and decision making based upon knowledge, understanding, skills and dispositions. Knowledge and information will be provided to develop and foster healthy attitudes towards sex and sexuality.

II.

Teenage pregnancy -

Reduce the rate of unintended teenage pregnancy and ensure information and support to those who have an unintended pregnancy.  All young people and their families should have equal and easy access to services.

III.

Services -

Ensure all members of the Western Isles community have access to good quality sexual health advice and services as required. Provide integration and collaboration between services to ensure effectiveness for all sectors of the community.

IV.

Research and collection of information -

Increase monitoring, surveillance and research to support future planning of sexual health services and interventions.

V.

Raising public awareness -

Continue raising public awareness about issues concerning sexual health.

VI.

HIV/AIDS and other sexually transmitted infections -

To promote awareness of HIV/AIDS and sexually transmitted infections as a continuing public health issue.

Local Action Plans

Actions for NHS Western Isles

Family Planning

·

Review existing family planning service.

·

Work with GPs and primary care staff to identify staff training needs with regards to the delivery of family planning services.

·

Train one NHS nursing staff in family planning each year.

·

Provide refresher training for consultants, nurses and midwives.

·

Provide choice of outreach services, especially aimed at increasing young people's access to contraceptive services.

Genitourinary Medicine

·

Establish Regional Clinical Network to address specialised sexual health services not currently provided locally.

·

Identify and establish the best locality for GUM services to be provided throughout the Western Isles.

·

Provide up to date training for GPs and primary care staff on STIs and confidentiality.

·

Establish links to mainland GUM services.

·

Update and develop further protocols for the implementation of the HIV pre- and post-test counselling service.

·

Investigate possible use of chlamydia postal testing kits.

Primary Care Services

·

Provide up to date staff training on sexual health issues.

·

Produce local resource to inform young people on confidentiality and access to services.

·

Provide free condom distribution scheme through primary care outlets.

Laboratory Services

·

Support laboratory services to work towards implementing local testing.

·

Investigate current laboratory pathways for STI testing and recording of statistics and make recommendations for improvements where necessary in order to provide one clear pathway for all.

Pharmacy Services

·

Work with community pharmacy services to provide emergency contraception.

·

Develop relevant guidelines for the delivery of emergency contraception.

·

Provide staff training on the provision and delivery of emergency contraceptives, addressing issues such as confidentiality.

·

Develop appropriate monitoring and recording systems.
